Admittedly, I misunderstood what you were really getting at. That said, I'm sure there was a shit ton of traffic they could have been caught up in, given the time of day and the location that contributed to the delay between the crash and the first officer arriving on scene.

I understand that. But you're only seeing the end of the chase in the vid above. If you watch all footage, there were several officers involved, and at times were right behind him. At the particular moment of the crash, they were way behind him, yes. As I stated, probably due to the area which is always congested. Magnus makes a good point too about the ghetto bird.

I am glad that her poor decisions kept the guy from continuing to evade but she even admits that she didn't know about the chase.

What she arresting him for? Until the officer appeared, she says she was unaware of the chase and his crimes. She starts to assault him no more than 5 seconds after the impact. So within 4 seconds she went from innocent victim of an accident to road raging bitch. Remove the chase from her motive since she didn't know about it.

So with that said. Assault?
