The city Hazmat team found it to be slurry from a water treatment plant. Small traces of human waste, hair, and chemicals from the treatment.Stuff was bout a mile up on the shoulder of the main lanes as well. Perks of working for txdot see some odd stuff and wrecks all the time.

It was some nasty sticky goey stuff. A new Lambo drove through it not paying attention to the cops directing traffic.
