Every school across the city shut down at noon, and they sent a city wide notice that "SCHOOL IS CLOSED, COME GET YOUR SPAWN". Businesses all shut down at noon as well, so 5 million people all hit the roads at the same time.

Even if it was dry it would have been gridlock. Add in the snow and a few jackknifed 18 wheelers and it paralyzed the city.

Can't really blame any one person since shit like that never happens down there. No one took it seriously therefore that is what happened. Now, guaranteed when a hint of frozen precip comes their way they'll do like everyone else now and shut down. Living in Colorado during all of my grade/high school years and before they used salt on the roads school shut down less than a handful of times due to bad weather.
