I took it as him referring to the building that stood where the eye is now. That's how it looks to me.

Yes, I was referring to the one where the eye sits. The last time I went that way, I looked up and saw them demolishing a building. I guess I assumed that it was still the first building. I remember seeing the white walls, so that must have been where the eye was.
