What place to reformat a new laptop

My computer crashed and I'm looking to get into a new one, PC. I do not want Windows 8. where can I take it to get windows 7 and erase all the bloatware? Thanks

If it came with restore disks or a restore partition you can reset it back to the factory settings on your own but if you have the funds/time having someone who knows what they are doing to put a clean install of the OS, updates, drivers, etc is the better route to go.

By having someone else do it I recommend someone other than best buy, frys, etc.
