There isnt a best place, just go with the cheapest. And you're buying a domain name, not a URL.

Google charges $12 a year and it includes privacy settings that a lot of other registrars charge extra for. I use ipower but it's just because I've had them for about 15 years now and never got pissed enough to bother moving.
