I don't know about others, but Maryland is still a non-carry state. You have to convince a judge you require a concealed handgun to get a permit to carry, and the average joe almost never gets one. The Heller decision has more or less provided the framework for people to sue individual municipalities over firearms restrictions that go past state laws, they just have to actually do it.
