It's pretty much stating that if a specific part of this ban is unconstitutional, the rest of it is still in place. i.e. not being allowed to have pistol grips is struck down in court, you still can't have flash hiders and everything else listed in the paperwork

The way I read it was that if a specific part or amendment that comes from this act is found to be unconstitutional, the rest of act can't be affected.
