No, but in 06-07 suppressors and sbrs were not nearly as common. The trusts and stuff have really only been picking up in the last few years.

Are you supposed to, yes. It works on the honor system though. You can mail order every single piece of the gun including the ammo right to your front door besides the lower receiver. This has to go through a ffl if you order it or if you buy it from a store. Either way you get a background check. After you have the lower you send off the paperwork to make it legit for use with a sbr. In reality you could have the thing done and assembled before you ever send the paperwork off. I would not advise it though as the penalty if caught is steep.

That and because I do not want the hassle of anyone questioning the legality of it even though it is legit. I don't want to have to explain or prove myself to anyone.

Copy of your stamp and form 4 are all you need.
