Go to walmart and buy one of the locking top black/yellow tubs. I have those three in my garage, I know you've seen them. Pretty thick plastic. I have 100lbs in them.

Lowe's has some black and yellow tubs(with wheels on one side too) that seem pretty sturdy. They may fit the bill of what you're looking for.
EDIT - FWIW, I use a Plano box from Academy for my work harnesses and spare parts, etc... and it sucks out loud! Very flimsy and cracked easily. I don't think I've got it overloaded but I would not recommend them if durability is desired.

This is true. I have five and love them. I transport any high end firearms and niht vision in mine. But, I'm just going to be using this to lug around steel targets, bags, paint, etc. and can't justify spending more on the box than the contents.
