If the lowest bidder can make em, and infantry can use them, how hard can it be?

Pretty damn hard actually. A set back fuse would probably be the easiest to make but I would want to use a combination of a spin and a timed fused if using real HE in the projectile. I am not sure what fuse the real GI stuff uses.
