If relevant being key. So many people put shit on their resume that has absolutely nothing to do with anything. And things people list as achievements... My gf recently went through a lengthy job hunt. Being qualified does little to get you a job. Just keep pushing, it's a numbers game. It's hard to make a good impression over the computer when you can't talk to anyone. I also hate wasting my time applying for jobs that don't pay shit. Why can’t they put the salary expectations on there so nobody wastes their time? So frustrating....See you later...

Well I'm currently the US Safety Compliance Coordinator for an Oil and Gas Company. I'm a year away from my Bachelors in Occupational Safety and Health with a Minor in Fire Science. I would like to land a job that falls under that category since that what I'm getting my degree in. Other than that, I have lots of Administrative and Office Management Experience, but that does not seem to pay shit anymore. As someone who has been a hiring manager for years, and who is hiring right now, I wouldn't waste your money.
The 2 biggest things that will help, IMO, is 1. Tailor your resume to the job you are applying for. Pull your specific experience that is applicable and emphasise that. Hundreds of people are applying for every job right now, more if you are using Monster.
2. Make it easy to read. There are times when I am burning through dozens of resumes. I am already short handed, hence the open position. I only give about 20 - 30 seconds to a resume AT MOST for the first run through. Those get sorted into stacks (yes, no, maybe). I don't look at No's again. Maybes MIGHT get looked at again, if I don't have enough in the yes stack. Yes resumes will get looked at again, and even if they made the first cut, may still not be getting an interview.
I will only interview 4-5 people at a time. If none of those seem like a good fit I will queue up another 4-5.
