Law enforcement might be able too. My step dad works for AT&T and when the tornadoes hit a couple weeks ago they were trying to locate people tracing their cell phone and had to jump through major hoops with the feds and stuff

You would think so and depending on the carrier sometimes we get lucky and they will. However we usually have to jump thru hoops also.
