Not really, just start out with like 20 bids, depending on the item patience can go a long way. The best way to actually have the winning bid in my opinion is watch similar items and what the sell for. Having a badass internet connection is a REAL plus too! Oh and yes I do believe they are $.01 increments, but might be $.02
