I don't think the city should have been sued but I can see suing him and asking the police department to dismiss him. He used police resources to track her down and admitted he 'couldn't stop thinking about her.' How far is it from that to seeing her with another guy and getting pissed and stopping them for everything under the sun?

If he was interested, he should have found out where she lived and 'bumped' into her in day to day life and made a play. Instead he used his badge and power to try to get her on a date and hunted her down using the police database.
