...I couldn't tell you how many people i know who's had a hispanic person hit them and they drive off....

It happened to me a while back. Had to follow them to a gas station and block them in when they were getting gas. They didn't know english so I called the Mesquite police. A hispanic cop showed up and they suddenly learned english. No license, no insurance, truck was not in their name.
