If they win this case i expect that's exactly what will happen by default. No store owner will want the risk of another money grubbing lawsuit being filed against them. The stores will relocate to an area where others stores are located.
I think that their alcohol problem is tied into their economic situation, and no amount of restricting alcohol is going to make the problem any better. This lawsuit will ultimately just make it harder for the residents to get alcohol, and people will fire up stills and make their own, or will turn to crystal meth.
