People want to know if the police will chase them or not, so they will run.

What if an officer starts to pull someone over and they run, the cop turns his lights off, the person keeps running and runs into someone killing them.

You can bet your a$$ that the person who got killed family will still sue the police for doing the wrong thing.

No, it seems to me Matt is not one of those Dick head cops. Just because you deserve 5 tickets does not mean the officer has to write them, it is called discretion. You do know when you sue the police dept. / city; you have to include the officer. So, if Matt chose not to pursue the fleeing suspect, for the public's safety and said suspect still runs and kills someone, Matt will be sued, just because he activated his lights. Even though, he called it off.
