I know I mostly lurk here but I just wanted to write somewhere. My dad passed away last Saturday and the Valentine's day flowers he ordered just got delivered to my sister. Now shes even more of a basketcase. I feel so helpless and heartbroken for her, and just want to try and make her feel better. Any ideas?

I agree. I think that it would bring the memories back in years to come of how much he thought about her. As for ideas, just invite her over and make dinner for her. She won't be in public if she has a breakdown, and won't have to see all the couples or families sitting around sharing the day. You could send her flowers every year, but not in your father's name, that was a pretty bad idea.
Or, if y'all are in the Fort Worth area, bring her out/send her out to Flip's tonight (Western Center/35). We'll be hanging out and shooting pool, and no leghumpers will be there. We'll be there 7pm-???
