He don't work direct for THE chief. It's like the Military, he works for a Sergeant, or if he's a Sergeant , he works for a Lieutenant... The SERGEANT brings the heat, not the chief.

I stayed at a Holiday Inn, does that count??? That's the way it works in a PD. PD is a para-military organization. Sergeant is responsible for the troops in the field, thus he/she set's the tone and according the the Army Field manual for Supervision (Col. Shit rolls downhill, and you aren't near enough the top to see where it starts, and you aren't at the bottom to have it all land on you.
