As for the second part, passwords are handed out regularly regardless of their stringent purpose. They are usually given out for a particular reason though, not to play Inspector Gadget.

I prefer not to inject bias into the discussion. I advised to just submit his proposals directly to the VP and copy his boss. That way he's not really going over his head.

I think the guy is a dumb ass for handing out a password - I've never worked anywhere where that is OK.

There is absolutely nothing that you could find that could be used to your advantage, so why risk being fired? Even if you did find proof, the fact that you got it from the bosses inbox would negate the fact that he may or may not be stealing ideas, and you'd still get canned.
