Nobody has pointed this out, so I will. In order to be arrested for a Class B DWLI, you have to have a previous conviction for DWLI. First offense is a citation, second is the Class B. Oddly enough, you didn't reveal that you had a previous conviction. What was the surcharge for? FMFR? DWI? Points? You're not giving the whole story here.
