Tip: If you want to save yourself a lot of work.

AdminCP > Usergroup Manager > Registered Users > Scroll down to Picture Uploading Permissions > Select Can Upload Custom Avatars (Choose)
Yes & Can Upload Animated Avatar (Choose) Yes Below that set the dimension limit in width and height in pixels. Put in something like 100 and 100. Scroll all the way down and hit Update button.

Now everyone will be able to load their own Avatar through there own UserCP.
