Best way to adjust them is to use your garage door. I tape where the the center of light on the door for both lights and then install the aftermarket lights. I would then adjust them so that the brightest part is at or right below the tape.

This is why I opted for 130w h4 halogens over a HID kit for my headlights. Still not legal, but I haven't got in trouble for them.

It makes it worse when they are way out of adjustment. They can be bright, but it's not near as bad if they are pointed in the appropriate direction. I high beam fuckers often if they're shit is too bright. I don't care if their brights are on or not.
