Texas DPS is still pulling people over for that shit. Local jurisdictions don't seem to be. I got pulled over for it in April and so did five other people I know that same weekend.

I went to Houston last weekend and counted 17 people pulled over on the way there, and 11 on the way back. Apparently the state troopers are cracking down on something.
