I've been in a few of the smaller towns out here and I see one decently dressed guy(they've all been black guys for some reason) at some random intersection with a little bucket with a sticker on it. The sticker is too small to read until they are at your window, begging. And they're doing it in the middle of the week, not like the "legit" fill the boot guys that normally collect on a weekend.

It always seems a little shady to me...

I've seen different ones; never paid attention to the tie. But I've seen them collecting at the only intersection in a little town north of Abilene where there is little to no traffic. The last one I saw last week in San Angelo was pointing at drivers like he was an auctioneer and if they acknowledged him he was running up to the window to grab them dollas!

Still, there are existing organizations for that that do not require panhandling.

When the FDs collect, the money normally goes to those larger organizations(MDA,etc...).
