I understand him being in trouble for using department resources for personal use so fire him. That same information can be found via pay for private sites and having that information doesn't make you guilty of a felony kidnapping. If having that info makes you a felon them I am screwed; I make a file or just a few notes on every person that I come in contact with either personally or professionally.
