No, he should have founded the company in India or China and sold the manufacturing rights to the Chinese government after roll out with a stipulation that Chinese part production would supply u.s. manufacturing of the vehicle. After a Chinese market roll out you could get any state in the nation to basically build you a factory for free and tax credits so you never pay a dime to the state.
