police (off duty) harassement - what would you do?

That would make the entire scenario completely understandable. Could be his mistake, but if he was trying to mess with her, why would he call 911 or identify himself as an officer?

I hope this is why he did it. That being said, he should have explained it to her or waited for an on duty Officer to get there. Since he didn't, I have no problem (and suggested it to Matt in private) that she file a complaint and he can explain his actions to IAD.

If the situation was played out as described by the OP the cop has no business following her at all.

In the last five years I've had three plain clothes/off duty fuck bags all in different situations (while driving) pull their badge to try and one up a situation. All three instances it was something they did to which I pointed out either by returning the gesture or at a stop light and telling them. In every instance they were told just because they had a badge didn't excuse them for driving like a fuck bag. So yes, of course they use their power in a bullshit way.

I'm pretty sure I wouldn't call an officer who chased my wife down and tried to pull the cop card. You call his supervisor and have no more contact with him otherwise he could decide to pull that "I"m Lt so and so" some place without a bunch of people watching

I wouldn't have a problem calling him at all. I wouldn't be screaming "FUCK YOU" into the phone but I'd certainly ask why he is following my wife around. I'd record the phone call too just in case he turned out to be a cocksucker.
