There is technically a chl system in place, but you have to provide a valid "reason" that you need to carry, and self defense is not considered a valid reason. Even with a good reason, you will still have a very tough time getting one issued. CA is a "may issue" state vs. TX "shall issue" system. Meaning just because you meet all of the requirements, the state is not obligated to issue a chl.

From what I've read, if you aren't rich and famous, you won't get one.
