I'm sure I'm going out on a limb here but....Departments are set up like the military, organizationally. We have several employees that were prior military. I guess that's why we are broken up into "squads". We "patrol" areas. And yes, the "brass" address us as "troops". Oh and our ranks share military nomenclature.

Cops are people, and people make mistakes. If someone makes an honest mistake that is a violation, then it can be corrected. If someone makes a willful malicious act of misconduct, then they need to be disciplined to the extent union contracts allows factored in how much publicity is put on the case, if threats can make the issue go away and if it can be made to go away with just paid time off.
