It's the same with the military. It's not uncommon to hear of soldiers engaging in questionable actions that aren't handled until someone is dumb enough to post pics or vids on the Internet and they go viral. If you're my neighbor, someone I know or a cop then yes I am cool with you walking through my home, due to a open door or window. Just a random person I am not cool with.
