So if I am reading this right, San Francisco wants you to risk damaging your tire? You don't have to hit the curb while you're parking - you park then turn your wheels toward or away from the curb when parking on a hill as I learned how to do it here in TX driver's ed. I didn't explain it that well ... I've heard / known about the tickets for parking the wrong direction and blocking the sidewalk since I was a kid. They always enforced those where I grew up in CA.
The parking the wrong direction, particularly on a residential street, is absolutely stupid IMO. I can understand the blocking the sidewalk thing though. It's such a PITA to have to go around a dozen cars while walking down the sidewalk on one residential block.
Of course my street doesn't even have sidewalks. I honestly didn't even realize they were missing until after buying and moving in. It does allow me to legally fit 4 cars in the driveway though.
Tires pointed to the curb when parking on a hill makes absolute sense to me, and was definitely taught / tested in drivers ed when I took it 23 years ago. Parking brake on a mostly flat surface with an automatic transmission is something I never do. Here in flat-ass Texas I probably engage my parking brake 3 times in a year.

When I had a manual, particularly with a hand brake, I always engaged it. But that was typically because I left the transmission in neutral. I'm the opposite, I leave it in gear, but no hand brake unless I am on a hill. I didn't like leaving them in gear because I had a bad habit of immediately letting off the clutch after starting it. I did have an auto once that was bad about falling out of park. So that one always had the parking brake set.

Haha. I didn't even own my first automatic until I had been driving for 15 years or so. I learned on a manual, and the first time I drove an automatic (in driver's ed) I hit the "clutch" (ie brake pedal) several times to shift to second. Almost gave the teacher whiplash.
