Right, but if he's serious about football, he'd be playing in school, and that would mean spring training and off-season workouts with the team. Football is one of those sports that typically has the best chance of advancement when you focus on playing in school (from 13 and up). Peewee is great until then. Heck, I didn't know they had outside leagues for kids any older than that. And if they do, I doubt they would allow a player that big. Who was going to sue? And on what grounds? The players assume the risk (or with kids, perhaps the parents do) when they sign a waiver.
