He gave me the IMEI number and it came up clean. That being said, what can AT&T do to check the phone? Check the IMEI again? Might give AT&T a call as well. Need to do more research I guess. Shit I can't believe all the trouble this is turning out to be

In most cases it is the crooks phone but they are waiting until you buy the phone then report it stolen. Then you're out the money you just paid for a phone, out of a phone because they will get it back, and you get some theft charges. Atleast get a very detailed receipt IE: name, DL#, address, ss#, just as much info as you can get to cover your ass since he refuses to meet at the AT&T store.
I've sold phones on CL and I will say this much, there is no way in hell I am going to give the buyer all of that info for a cell phone. Identity theft is a mofo. Then again, I wouldn't have an issue meeting someone at a store, if they asked.
About the only time I would be willing to give, and have given some of that info for, is when buying or selling a gun, and I want the same info from them. Assuming I don't already know them, of course. Even then, name address and DL# at the most. No way I am giving some schmoe my SSN.

He is straight-up refusing to meet you at the store? Sounds like you have your answer. I wouldn't meet up with anyone in that area that acted anthing less than 100% legit. If he doesn't have anything to hide he'll meet up at the store.

Maybe I'm being a little dense here but I still don't get the scam scenario the way you are laying it out. They get the money, you get a working phone, and then they call it in stolen?? Do they expect to get the phone back just because they reported it stolen? Still doesn't make any sense to me.

Found a website that you can check IMEI's against. An article I found on CNET about buying and selling cell phones suggested it. Wonder how accurate it is though.
I've compared a few different sites with the ones in the t-mobile systems and they all give different results, I would definitely call or go to an ATT store to be sure. I've seen so many people come in asking why their phones they just bought aren't working.

Have him meet you at the store. Have them check to see if the IMEI is blocked. If it's been reported lost or stolen the IMEI is blocked. And like diablo rojo said, if there was an issue with the phone not being paid or bill then it could be blocked as well.
