Either way i am sure NTTA managed construction of it along with the rest of the road. If Irving owns it then even better, go after them both. I know that when I moved here in 2000 I lived at Northgate and 161, and worked on 635 and Freeport Parkway, so I drove it daily (161, exit Beltline, Beltline to 114). When I moved here they had not yet began construction on the toll road (they started shortly after), and that piece was already there. There are also no tolls on that section. The reason why is because Las Colinas used to be a swamp. Many buildings in that area have settlement issues. The south end of the shopping center at the SW corner of 635 and McArthur sank a couple of inches one summer.
