I think the article is bullshit. Im sure that this was a risk that was given before the surgery was performed. They tell parents this before any circumcision of a child. Im assuming that it wasnt a full amputation but a partial. What grown man goes for a circumcision anyways? If you lived that long without it, why would you? I have only seen adult men get circumcisions when it became emergent with phimosis/paraphimosis

I was 13 when mine was done. Some people didn't get done as a baby and it wasn't high on the list of things to get done until you get older.
