Seems (after digging around) that is what has been handed out to police across the country, not just there. Why they are cruising around in APC's, no idea. I watched the video of the cops arresting reporters and firing tear gas at other reporters doing a setup for a report.

I would assume most of that belongs to St. Louis sense Ferguson is a suburb of St. Louis. I could be wrong but I bet that is where most that is from.
