The second shooter is MUCH more dangerous and represents an ongoing and massive threat to every member of law enforcement but what he represents is being glossed over by people dismissing the nature of the threat that he represents.
I want our resident officers to see past their emotional response to what happened and to clearly see the growing threat that they are going to be facing because I care about their well being.

I will use a better analogy for your sake. It takes 5 SWAT team members to make an entry against what is usually one armed subject. Are the SWAT team members cowards because they have chosen to employ a tactic that increases their chances for success?
