This is a complex problem. Jobs have little upward mobility because people are retiring later and having a bachelor's degree no long makes someone stand out. Millenials see little reason to branch out and excel due to limited opportunity. Lets also not forget the declining value of a dollar and the perceived and actual pay disparity between entry to mid level jobs versus upper levels of management.
