Card creator program?

Hey guys my daughters birthday is coming up in may, i want to design her birthday card, and print them off myself.. Just thought it would be cool to say that i designed it myself. Any way what is a good program that is free to download to accomplish this goal? She wants to have a Dora birthday, and was thinking about making the cards look like map (a character on the show).. any thoughts?

Those would be? The ones i have tried thus far do not allow me to edit the edge of the cards as i would like. The cards will either be 4x6 or 5x7 not sure just yet.
