Any state can fly their flag as high as the American flag, FYI, There's actually no law that states that you can't fly your state flag higher than the national flag. It's just a guideline that if two flags are on one pole, the national flag should be higher but it's not a crime if it's not followed and if there are two seperate poles, it's out of respect for the union that your state flag isn't flown higher than the national flag.
