Well that's how it worked for me anyway. They didn't even make cell phones that worked with my sim card anymore. I had so many complimentary anytime minutes added onto my plan from ATT that it was more than the next plan up gave you. I finally decided it was worth it to change when the iPhone 3G was announced. I changed plans and lost about 400 anytime minutes and the rate was still the same.
