Some budget rebuilders "regrind" used cams. Most of the time, the term is used for guys that grind cams to custom specs for better results than what's available off the shelf. Back in the "good ole days", a reground cam was about all you could find. Then cam blanks became readily available and a lot of the majors offered new cams ground to all the neat specs. there are today.
The down side of a reground is a reduced base circle. That is no big deal in the family sedan but, not the best for your hot rod without some mods! Adjustable push-rods or cut to fits were needed to correct rocker arm geometry.
