My 95 with all the emissions stuff removed, tubular front end, some road race oriented suspension and sluminum heads weighted in at just under 3500 lbs.
With that being said I loved my 95 much more then my previous fox bodies. I plan to pick up a white 95 cobra in the future. As mentioned with a competent tuner the t4mo ecm can work better then an a9l, a9p ect. My car always ran good even before a tune. Made 420 rwhp na on a stock ecm.

the cost:benefit ratio isn't always there, but the performance, drivability, and fuel mileage are

if it were my car? yes, I would get it tuned... but I wouldn't stop at heads and intake... I would do a cam also.
but yes, I am of the mind that $50-500 is worth every penny to have your combo dialed in correctly. I cut my teeth on carb'd cars, then moved to mechanical diesels... So I always dialed in my own combos. I'm now on to computerized diesels, but every one of them is custom tuned. It just seems a waste to spend a bunch of money on parts and not optimize them

The tune I had on my 2004 GT wasn't a dyno tune, but it was a custom tune (via email) with tweaks based on datalogging and dyno data. Based on that, I tend to agree with you. I never exceeded 250 rwhp with the bolt ons but still ran 8.5x 1/8 and 13.5x in the 1/4 at full weight and with my fat ass, so I can't complain.
