Yes on the way he did it. He lied to the city of St. Louis when he got the team. He said that it wouldn't be a great move to stay financially, then turns around and puts up 1.8 Billion dollars of his own money for it. He wanted out, fine. He stabbed the city in the back.

Jerry Jones back doored the deal for him to move, which screwed the Raiders and a little bit of the Chargers. Both the raiders and chargers from what I've read were working together.
