The border area seems to pretty much suck, but further into the country maybe not so much. I was stationed at Fort Bliss back in 1995 and they were very clear during in-processing that you'd better not fuck up down in Mexico, because there would be little they could do to help should you go to the clink. They even specifically warned about firearms. While I was stationed there an MP "unintentionally" crossed the bridge while in pursuit and if I remember right it took months for them to be able to get him back over, and he was lucky.
I have also seen stories on the prisons down there and they are some fucked up places. As mentioned in the story, they are pretty much ran by the inmates. Kind of like the old "dump them on a deserted island" idea.
It's just too bad the guy didn't think to actually check with Mexican authorities before bringing the shotgun in, even though he declared it upon entry.
That said, since he did declare it on entry you would think that the Mexican officials would have just confinscated it and denied entry or one of the two.
As far as the political issues involved, the Mexican government has been clearly against the death penalty for a very long time. And often, when Mexican nationals face the death penalty in the US their government protests, but the US typically says "pound sand". As long as the US responds in that way, we are not likely to get any favors when our citizens are locked up there.
BTW, just to clarify, I am FOR the death penalty, before anyone goes down that road. Just stating what I have read / heard / seen.
