At the very least it would be an error, but I doubt the secret service would allow anyone to be accidentally listed as having attended a flight on air force one; that would be a pretty big hole in security, I would think.

As for someone who did attend the flight, like their daughters, it sounds like it is at the very least an error in mislabeling. What it actually sounds like is another attempt at fraud.
