Yes that is the formula for wattage (when no PF is accounted for). I should have been more specific that I'm pointing out when dealing with fluorescent lamps, that is not how we arrive at circuit amperage. Electronic ballasts for fluorescent lamps do not have a perfect PF and are a predominantly inductive load. This means that transformers, cables, OCPD's have to be capable of more current than using Watts = Volt x Amps formula.
