It doesn't really look like rust to me, but if you say it is, then take it down to the dealer. The car still has a warranty, right? You bought an assembly-line FORD, not a handcrafted Bugatti. There are going to be defects.
When you visit your dealer, I suggest telling them you are "concerned" and not:

At first look, it doesn't look like rust. Can you wipe it clean, and take a pic of the rust spot instead of the dust/dirt that is being claimed as rust?
